Preservative Developments: Safety vs Efficacy

I Want a Global Preservation System!!!

In this talk I would like to discuss the various global regulations that are reducing the palette of viable preservatives for both house hold and personal care. The main regulatory influences for house hold and personal care fall under very different agencies, national inventories, approved lists, negative lists, labelling requirements, and third party approvals. The preservative chemistries for both types of products today have very little overlap.

On top of regulatory influences there has been pressure from NGO’s such as Environmental Working Group (EWG) and Environmental Defense Fund (EDF). In recent years retailors have added to the mix with Target RSL, Amazon’s new safer chemicals policy, and Walmart’s “Safer Product Formulations” to mention a few.

In 2018 the chemical industry has seen a number of significant supply disruptions caused by a variety of factors including: China’s Blue Sky program, US trade issues with China, rising transport costs, Indian water shortage, and major weather events. These disruptions and others like them have had an impact on supply of various raw materials including actives used in preservation. This has caused the industry to take a closer look at supply chain dynamics and approval hurdles.

The industry as a whole is very concerned with the future as the palette is getting smaller every day and cost of obtaining approvals is becoming less justifiable. I will discuss some of the programs that industry has initiated such the GC3 preservation challenge, ChemicalSafteyFact.org, CosmeticInfo.org, and others to combat these concerns.
